Which Bulbs?
Okay so I've got the floor heat all figured out and ready to go but the average air temperature is about 70-75degrees Fahrenheit. I would rather buy a bulb than a ceramic heater but if you guys seriously and strongly recommend the ceramic heater, I will go for it... The habitat is away from a window so I am unable to use sunlight for a day and night cycle.
I need good heat that will boost it up to a good air temperature, provide no UV rays, will not irritate the Leos eyes or skin, and provides a fair day/night cycle. So far I am debating on these bulbs. Tell me which ones you think would be best and whether the bulb should be used for day or night. If you have recommendations from a site or something, go ahead and post those too if you'd be so kind.
My tank is also a 20gal long.

Are you monitoring floor temps? Or just air? Floor temps is much more important. A digital thermometer with a probe can be found at your LPS for about 10 bucks. And as for bulbs to make day and night cycles, i would recommend incandescent bulbs from home depot. I have a 40w bulb for day and a 25w red bulb for night. Both hooked up to light dimmers so the brightness is reduced. Also home depot is much cheaper than any LPS for bulbs.

I know floor temperatures are most important and as I said earlier I have those all set up to about 90degrees Fahrenheit. Do your Leos like those bulbs and how much heat do they throw off?

this is the best of both worlds. the ceramic heaters are so pricey until i was able to get one i used this bulb 24/7 http://www.petsmart.com/product/index.jsp?productId=11836374
the red bulbs bother some leos because they are still rather bright but this one barley admits light during the day and at night its very soft and acts more like moon light but still raises the air temp about 5 degrees.

im glad i could help. if you have a tank that is 12" or taller then i would go for the 75 W if its shorter then 50 W. what also helps with keeping the tank warmer is if you have a screen top use a warm small blanket and cover the half the screen and it will help the warmth stay in.

my tank is 12inches tall and has a secure lid (not screen)
