Norbert's Tongue Empty Norbert's Tongue

I'm not sure if this is normal or not, but whenever anyone has their finger close to Norbert's mouth, he'll lick them. He doesn't act afraid or jumpy, and he doesn't even move his head when he does it. Is this just a quirk or is it something Leos do based on instinct? If so, why does he do it?

They are collecting air particles to push into their jacobson's organ in their mouth. It is an oral scent detector that enhances any scent particles that are on their tongue. So basically smelling with their tongue.
