I'm not sure what the morph is, but it looks like it has stuck shed on its little toes. You should try gently rubbing its toes with a wet Q-Tip to get it off. If you don't get it off, the toes could fall off.

Yeah I've tried twice! Soaking him in luke warm water and then rubbing it off. He's already lost one toe [before I purchased him] luckily it's healed. Should I try pulling it off with tweezers since the q-tip isn't working? after soaking him of course.

I'd try very very gently. Its important to get it off.
Try gently with your fingers if you can. My leos will let me use my fingers, but thats because my leos are used to being handled.
I've also wet a warm face cloth and kinda wrapped the leos gently in that and it has helped.
Do you have a moist hide? That will help as well.

Alrighty will do! Thanks for the tips. Hopefully I'll be able to get it off his back toes [was able to remove the shed from both front feet] now if I can just get it off the back. He freaks when I go for um'.
And I've got a hide with moist paper towels in it. [he's actually in it as we speak]
